Does Fhlipina need visa for overnight transit stay?

My wife travels on Philippines passport. We are visiting Canada for six months. Our return flight to Philippines in September includes a 20-hour stopover in Beijing. The airline says my wife needs a single-entry tourist L type in order for us to get a hotel room for an overnight stay. Can she get a such a visa in March for a September flight?

James, actually, she may be able to use the 24 hour direct transit if she travels like Canada-Beijing (20 hours)-Philippines. She just needs to apply for a free temporary stay permit and then she can go outside the airport to stay at a hotel.
