About:72-Hour Visa-Free Transit

Frankfurt-Shanghai-Singapore. Can I apply 72 hours transit visa?

Hi, I am planning to fly from Frankfurt to Singapore via Shanghai. Can I stopover Shanghai and apply the 72 hours free transit?
