About:72-Hour Visa-Free Transit FAQ

Any difference when travelling from Taipei?

We are travelling from Taipei to PVG; then two days later leaving from PVG to Tokyo; airlines are different.
Can we use the 72 hour Free-Visa for this? We are US citizens, not from Taipei or Tokyo. And is it "free", as in no fees?

Thanks in advance for any answers.
