About:Beijing Transportation Smart Card

Can this Beijing Transportation Card be used at other city like Xi'an and Shanghai?

Or Everytime I arrive at new city, I have to buy their transportation card? Like Xi'an Transportation Card / Shanghai Transportation Card?

No, I'm afraid not. The card cannot be used in Xi'an and Shanghai. You need to purchase the local transportation card when you arriving at a city. :)
