My return flight from Shanghai to Bangkok is non-stop. Immigration in China says I can get a transit visa, but their CVASC in Bangkok says no (they didnt sound like they knew 100%) - do i need one?

Chinese immigration enforces the rules, and if they say so, you are eligible. Chinese embassy/visa center does not enforce immigration regulations and hence are quite ignorant on many matters.
