Hi. Can i really apply for visa on arrival in Guangzhou baiyun airport?

I'm planning to fly to Guangzhou from Taiwan and I can't get my visa done here in Taiwan. I asked people around that the only way to get the visa is throught Hongkong. After I came across this post which mentions that Baiyun airport has the VOA service, I tried searching for it in Google but there's no other information on it. Is there actually a VOA service on Baiyun Airport? Thank you.
