Student X type conversion to a different province and university

I am a PhD student in a university in Hefei,Anhui.But due to my physical problem in the laboratory, i quit my current programme and scholarship. But the current year i want to change my major and apply to a different university(its in Tianjin). If i got the scholarship, Do i need again to do X1 type from my country, as i have already got Visa for this province. or i can change the status of the Visa by going to local PSB to apply for the extension.
