About:72-Hour Visa-Free Transit

i would like to ask for My brother who is an american passport holder

i would like to ask for My brother who is an american passport holder he will have a flight from seattle washington to philippines(Manila) den to beijing den back to manila,philippines. Can he use the free 72hrs transit visa?

Manila - Beijing - Manila requires a visa.

eventhough he is an american passport holder/ us citizen and only stays at beijing for 3days?

He's not in transit. Therefore he needs a visa. If he can't get it in advance, then he must change his itinerary so that China is a transit. For example, Manila-Beijing-Hong Kong-Manila.
