Four Business Days

If I put in my visa application on Thursday Feb 16, when will the application be ready for pickup? Is Tuesday Feb 21 or Feb 22 the 4th business day and is the 4th business day also the day you can pickup?

Usually, 4 working days are needed and the submission day is included, so it may be ready on Feb 20.
