Transit visa for 7 hrs

Good evening. My name is John, Nationality Philippines, permanently living here in Japan. I am flying to Manila via Shanghai. My layover is about 11 hrs, so I would like to leave Shanghai airport for sightseeing just for 5 hrs then come back to the airport. Could I get my transit visa at the airport, or here in Osaka where I live? Thank you so much

John, you are able to enjoy the 24 hour direct transit in Shanghai if you travel like that. You don’t need to make the application in Japan then.
