About:72-Hour Visa-Free Transit

Hong Kong - Xian - Dubai (via Hong Kong) visa requirement

We are staying in Hong Kong and then travelling to Xian for less than 72 hours. If we then fly to Dubai but via Hong Kong airport on a UK passport do we qualify for the VISA Waiver?

If your routing is HKG-XIY-HKG-DXB then you need a visa (you're not in transit at Xian).
You have to fly from Xian non-stop to a third country (not Hong Kong and not China) to have 72 hours free transit in China.
