About:144-Hour Visa-Free Transit

is transit visa eligible for the following route?

A French citizen travels from Amsterdam to Singapore (stay a week) then from Singapore to Shanghai (stay 2 days) and then back to Singapore (stay about 2 weeks) and then back to Amsterdam.
AMS - SIN - 1 week - PVG - 2 days - SIN - 2 weeks - AMS.

Sorry, I'm afraid not. Your friend travel from Singapore to Shanghai and then back to Singapore, so this is not considered as transit.
