Procedure for international flight from Chiang Mai, Thailand to Beijing, then on to SF

I arrive and depart from Terminal 3 and have 70 minutes. Will I need to go through customs if I check my bag through, or do I have to pick it up and recheck? Where is the transfer procedure area and will I have enough time?
