About:China Visa

Hi I'm residing in china and would like to invite my brother and his family.

However, the Chinese embassy has refused visa stating that my sister-in-law is not part of family member. The consular does not offer tourist visa as well despite all supporting documents and invitation/guarantee letter. What can we do so that they can visit us here?
