About:72-Hour Visa-Free Transit

24 hour transit with two city

My daughter is flying from Thailand to Guangzhou and then to Beijing before returning to US. Arrival time in Guangzhou to departure time from Beijing is supposed to be just under 24 hours. She wants to leave the airport while in Beijing, does she need to apply for a transit permit and where does she need to do that at? Does she need to notify the airline when she checks in at Bangkok or at Guangzhou?
