Clearance letter for Z application

I must notarize a non-criminal background check to submit for a working VISA application in China. Is a clearance letter that is issued in Canada valid? I live in Canada.

Reid, a clearance letter issued in Canada is valid, but you still need to get the clearance letter attested by the Chinese consulate.
