How much foreign currency and RMB combined can I bring into mainland China?

I understand that China's cash currency import rules are such that for foreign currency $5000 USD or equivalent, for local currency 20000 RMB is permitted.

My question is: are we allowed to carry both $5000 USD cash equivalent (in foreign currency) and with 20000 cash RMB (in local currency) on top at the same time?

Or is it that if we have $5000 USD cash then we cannot add the 20000 RMB cash on top?

If you have 5,000 USD cash or or equivalent, you cannot take CNY 20,000. :)
