Is Holiday Inn or Sofitel Wanda Hotel more convenient for the snow & ice festival?

Can you walk from hotel to the parks?

Yes, the Holiday Inn is more convenient to get to the Ice & Snow World, which is one of the major parks during the festival. You can take a taxi straight to the park which costs around CNY20.
