transit visa for shenzhen??

I am Dutch/Indonesian and living in Jakarta. I booked a return flight to Japan with stopover in Shenzhen. I hold Dutch passport and the stopover is just four hours within one day. To my surprise China Southern refused me and told me I need a transit permit. This is not mentioned anywhere. Why am I resfused?

Hi Eric, you should contact the airlines and ask for the reason. I do think you are eligible for the 24h direct transit policy.

Thank you Kate. China Southern sent me this answer:

'Sorry for your bad experience for flying via Shenzhen. But that is true, all the passengers should check the visa-issue before departure. For Shenzhen, that is airport not supporting the transfer without a valid visa, if you wish to fly via Shenzhen, you should arrange the visa before departure.'

However, this cannot be found at any website. Chinese embassy, visa affairs ministry foreign affairs, even the China Sounthern site says

'4. Foreigners who have confirmed onward tickets and seats on international flights and directly transit through China and stay for no more than 24 hours within the airport boundaries do not need to apply for a transit visa. However, anyone desiring to go beyond the airport boundaries temporarily should obtain permission from the immigration authorities at the airport.'

Odd, isn't it?
