Does anyone know where I can buy a Chengdu Tian Fu Tong Transportation Card?

Also, can foreigners from another country buy the card?

Of course, foreigners can buy the card. You can purchase the card at Customer Service Centers, China Telecom, Hongqi Chain Store, etc. You need to pay CNY 20 as the deposit, and add some value to it.
