Can i bring a portable charger that has 20000mAh capacity in hand luggage?

according to CAA rules, passengers can't bring portable charger which are over 160Wh, Wh= V x Ah, for example: a portable charger with "5V，10000mAh" marked is 5X10=50Wh.
Each passenger can't bring more than 2 portable chargers.
