Is Anker powerbank with 20100mAh allowed to be brought into China (Shanghai Airport) or not?

Yes, you can take it into China from Shanghai Airport because the allowance is about 100WH (27,000mAh) according to the regualtions. You don't need to declare it within 100WH. If it exceeds, you need to declare to the Customs in advance.
