About:China Green Card (Permanent Residence Permit)

Can the Chinese Embassy issue me a Permanent Residence Permit?

I husband is a Chinese and we married in China.I have my marriage license. But the Chinese Emigration didn't give me a Permanent Residence Permit.I decided to go back to my country for a vacation. It is possible that the Chinese Embassy here in Philippines issued me a Permanent Residence Permit?

No, the Chinese embassy doesn't have the right to issue permanent residence permit.

The Chinese Embassy cannot issue the permanent residence permit. They can only issue a visiting visa for you to go to China. Since you're married to a Chinese, you'll probably be granted a visa of which, upon arriving to China you'll have 30 days to secure a residence visa to be granted by local Entry & Exit Department, otherwise you'll need to exit China and get a new visa.

The cost of the residence permit might reach around 600-1000 RMB if my memory serves me right.
If you want a permanent residence visa, then you'll have to meet their requirements first. One of which is for your marriage to last at least 5 years. But I guess, you've just been married recently.
Good luck and congratulations Monette.
