About:72-Hour Visa-Free Transit

Fiance visa-just passing through China on the way to the US.

I am planning on booking a flight for my Fiance. She is from the Philippines heading to the USA on a K-1 visa. There are two airports that I can choose from Hong-Kong, or Shanghai. The layover time varies 9-10 hours. Which city should I chose, and is she able to apply for the 24 hour stay or 144 hour stay? If she is permitted to stay for the short period of time, are there any translators to help her out if she has any questions?

She's holding a PHL passport so she's not eligible for the 144-hour transit in Shanghai, only the 24-hour one applies. PHL passport holder can stay in Hong Kong for 14 days without a visa in comparison. Her layover time, however, is within 24 hours in either case, but Hong Kong has a larger number of people who can speak English in general.

Prior application is not needed in either case.
