About:China Area & Zip Code

I have been trying to contact a friend who lives in Shenzhen. I have the 11 digit cell number.

And I am using 0086 before it. Still cannot get through! AM I MISSING SOMETHING? Often get music followed by: The number is busy, please try later! REALLY! ALWAYS! Thanks in advance

Alan, try 86+cell number. I heard the two zeros are not necessary. May help!
