72-Visa-Free-Transit on Arrival

I will arrive in Shanghai coming from Zurich (Switzerland) on 24 December 07:55 and fly to Manila the same day 16:55.
Can I get the '72-hour-Free-Transit' for Shanghai ON ARRIVAL, i.e. at the Shanghai customs?
