Sanya visa for Aussies travelling on a cruise ship

Hi,
We are coming into the city on a cruise ship and there has been conflicting info on whether Australians are able to enter without a visa by ourselves or whether we can only go without a visa if met by a licensed travel agent.

Hello, it should be noted that if your layover is within 24 hours, you can enter without a visa. The only thing is that you may need to apply for a stay permit at the immigration. But if you plan to travel in town for several days (upmost 15 days), you should join in a tour which is organised by a local international travel agency.

OK cool thanks. I assume the stay permit at immigration for less than 24 hours is free and just requires a passport i.e. doesn't need passport photos etc.
