About:China Visa on Arrival

Malaysian passport holding HKID (HK resident)

I'm holding a Malaysian passport and also hkid (not hk permanent resident but hk resident). May I know if I'm eligible to apply for Visa On Arrival at Lo Wu, ShenZhen since I heard that they've changed their policy recently. Thank you.
