What is the weather like in early Feb in Taipei city?

Also do I need to book HST ticket from Taipei to Kaohsiung in advance on 6/2/17 given it is so close to Chinese New Year on 28/1/17?

It may be rainy then, and the temperature may range from 55F to 60F. You should pack jackets, light sweaters, shirt, jeans, and raincoats.
