As per the information from TIMATIC data base, you need to apply for a transit G type entry permit if you transit in Urumqi for more than 2 hours. Thus, if your total layover time in Urumqi and Guangzhou is less than 2 hours, you can enjoy the 24 hour direct transit and then no entry permit is needed.
