mobile operator and tariff in China

Cuold you recommend operator of mobile connection and tariff? I need it to call to local numbers (Chinese companies in different cities) but I will travel around the country. I would not want to spent extra money if I buy SIM card in Guangzhou and then move to Shanghai and so far
