Can I simply get a portable WiFi & a data SIM? What is the procedure to procure them?

I asked China Mobile office and was told that portable WiFi not available.

Maybe you can try China Unicom. You can use your passport to open a data SIM card at the business hall. When the procedure is over, insert the card in the portable WiFi and you can use it.
