Arrival by cruise ship in Shanghai

Good day,
Can you confirm in case a citizen of The Netherlands or United States arrive by any cruise ship in Shanghai, and does not visit any other Chinese port (except Hong Kong, but we don't need visa for this), our passengers can travel without getting entry permit prior to departure? Are any addiotional docs needed (they have their cruise docs ofcourse, are on board already), since they dont arrive at the airport? Cruise companies refer to Embassy or CIBT. Embassassy and/or CIBT refer to cruise lines....
Thanks

Elisa, if they arrive in Shanghai and leave by the same cruise ship, they may need to apply for an entry permit. They are advised to confirm that with the cruise ship company. In addition, the ship should go to a third country or region rather than the last one it came from after staying in Shanghai if they want to enjoy the free transit.
