flight from Nanjing to Beijing

Which is cheaper? The train sending my extra luggage to Beijing airport or paying for my extra luggage at Nanjing airport

usually by rail is cheaper, I am not clear about the rail luggage charge, but for flight, it should be 1.5% of the full price per kg.
