Hello, I will arrive at Shanghai Pudong Airport at 23.20 31st of December 2016.

Can I use a night shuttle bus to get to downtown? what about traffic jam on the road this day?

Yes, upon arrival, you will still take that shuttle bus Night Line. According to your landing time, there won't have traffic jam generally speaking. Don't worry. :)
