Is there a one-time pass for exiting the U.S for those who have expired pass their H.k. passport?

My Hong Kong Passport has expired while I am now staying in the US. Before my passport went expired, I applied online to extend my passport and it was successfully done, which they sent me a ticket for the pick-up of the new passport. However, they only allow me, myself, to go get it at the Hong Kong Immigration office in Wan Chai, Hong Kong. It has be an in-person visit. Obviously, I cannot leave the US without a valid passport.

My ask is that is there a one-time pass that allows me to leave the US in December, 2016 so that I will be able to get my passport at Hong Kong Immigration Wai Chai Branch?

If yes, where get some info and application form?

Tommy, you can try to apply for a Hong Kong Declaration of Identity for Entry Purposes from the embassy of PRC to exit PRC and enter HK. You need to provide the application form, a passport-style color photo, your expired HK passport, your residence permit in USA, and personal statement.
And then submit the application to the embassy of PRC to apply for it.
