15 hour layover in Guangzhou

I want to exit Guangzhou airport travelling on a Philippines passport.

The 24 hour transit visa details I read say I cannot leave the airport boundaries:

But I see that you are telling people they can visit the city they are transiting. Where can I read details about this?

Seb, if you are eligible for the 24 hour direct transit there, you can leave the airport by applying for a free temporary stay permit at the immigration office. You can contact with Guangzhou airport immigration inspection office and inquire about the details. Tel: 0086-20-36066950
