About:Apply for China Visa in a Third Country

one of my friend lives in china yet he is not a Chinese citizen

he has another nationality as well. so he would like to apply for Canadian students visa from china but as i mention he is not a Chinese citizen. can he still apply for a Canadian visa?
any suggestion is very welcome
