Is it possible to get a 15 day visa on arrival flying directly into Haikou?

Hi,

Some sources state that you have to be on a tour with a Hainan based company to get a VOA, while others say it isn't necessary. Can you please clarify for me which is correct.

Josh, as far as I know, it is not necessary. You can fly to Haikou directly and apply for the 15-day VOA.
