Can he get the entry permit from the border of Hongkong instead? He is leaving the Philippines on Oct16 and arriving in Hongkong from France on Oct21. If he cannot get the entry permit from the Philippines by Oct15, is it possible to get it at the border of Hongkong on Oct21 or Oct22?

JM, if possible, you’d better apply for it in Philippines if you have residence permit there because it may be difficult to get it from HK if you don’t have HK residence permit. I’m afraid you cannot get it at the border of HK. You need to apply for it in advance.
