How to have my bachelor's degree notarized for work in Harbin China

Must I appear in person to get my degree notarized? Will the document itself be stamped or pressed with a seal? I am already in Harbin and brought an official replacement copy of degree as I don't want to lose my original. Will the replacement document suffice? It's smaller than the original degree. The province began requiring the US Chinese consulate notary this month. The degree I brought already had an Oregon notary seal on it but the government won't accept it.

Paula, you don’t have to be there if it is not required.
The documents will be stamped.
You need to provide both original degree certificate and its copy.
