Visa on Arrival for Sanya

I'm going to Sanya for 7 days, I already have my hotel booked. I will be travelling with my girlfriend there, I'm Australian and she's Ukrainian. I don't have any tours booked, I'm wondering if I need to book a tour to get a VOA? I'm just worried about it all.
