About:144-Hour Visa-Free Transit

Does it apply on transit to Hong Kong or Macau?

Does the 72 hour and 144 hour visa free applies when in transit to Hong Kong or Macau?
If so, can I use it sequentially as the follow example of itinerary?
From Ulaanbaatar (Mongolia) -> Beijing (72 hour free transit) -> Hong Kong -> Shanghai (144 hour free transit) -> Macau

Thanks
