9-Hour stay in Sanya

I am a US citizen boarding a cruise ship from Singapore to Hong Kong which makes a 9-hour stop at Sanya.
I spend 30 hours in Hong Kong before Flying back to the US.
Do I need to apply for a Visa?

No, you don't need the entry permit for Sanya because you seem to be eligible for the 24h direct transit policy. You can confirm this with the cruise company.
