Why do I need a Visa for Shenzhen and not for Guangzhou

I don't understand why I don't need a Chinese entry permit when I enter Guangzhou for 48 hours but I need one for Shenzhen for 24 hours?

Dear, may I know what do you mean? You mean transit in Guangzhou for 48 hours? Could you please tell me the detailed travel itinerary so that I can tell you if you need entry permit?

Why is an entry permit required for Shenzhen
Fly into Guangzhou 06:00am on a Monday morning
Leave for Hong Kong Wed at 22:00pm
From Hong Kong Vist Shenzhen in and out for 2 days (why do I need an entry permit here when I don't need one for Guangzhou)?
Then fly from Hong Kong back to Guangzhou Sun 09:00am
Leave Guangzhou back to Australia on Tue 22:00pm.
I know I can get one at Shenzhen boarded because it's cheaper but the question is Why is Shenzhen different to the ruling of 72 hours to Guangzhou.

Harry, you can enjoy the 72 hour free transit in Guangzhou, so no entry permit is needed. However, there is no 72 hour free transit in Shenzhen and you will stay in Shenzhen for 2 days and it is not a transit because you will go back to HK after that, you cannot enjoy the 24 hour direct transit either. Thus, an entry permit for Shenzhen is necessary, but you can get 5-day VOA there.
