How many packaged mobile phones is one person allowed to bring out from China?

There is no limit when exiting PRC, but you need to be aware of the rules of the American customs. For you reference, one is allowed to take no more than 2 phones to enter PRC. Maybe you can contact the related sectors to get certain answer.

How about if you are only transiting / layover / stopover from US > Via PRC > to Manila, Philippines. Does the rule still apply? What if you are carrying more than 2 or shall I say 3 mobile phone (1 for personal use and the 2 other used cellphone are a gift for your family)?

FGM, the rules should still be referable. Taking 3 used phones may meet some problems. You'd better make it no more than 2 for safety.
