American living in Japan VOA eligable

Hi I'm an American living and working in Osaka and I want to visit my daughter who lives/works in Shanghai for three days. Can I fly from Osaka to Shanghai, stay with her and then return to Osaka using the 144 hour transit visa? Thank you for your help!

Cheryl, if you want to use the 144-hour free transit policy, you can't fly from Osaka to Shanghai and then return there. You have to fly to a third country or region after the stay in Shanghai. And it's almost impossible to get the VOA which is different from the free transit permit.
