Temporary Residency Permit application

Hello,
I am a student in Beijing currently holding an X1 long-term visa. I want to travel on September 27th but I am just applying for the permit tomorrow, September 12th. Realistically it sounds like I will not have the permit by then. Is there any way to speed up the process so that I can travel to America in late September?
