how to reach hotel holiday Inn express Zhongxing Road, Zhabei from pudong airport at 00:10am?

Take Night Bus Line from PVG to East Yan'an Road, Middle Zhejiang Road Station for about CNY 25. Then, take a taxi to the hotel for about CNY 25-30.

Or, you can take a taxi to the hotel from PVG. The fare may be around CNY 240.
