Tourist visa for a Kyrgyz citizen studying in Mainland China

Hello, a friend and I are planning to go on holidays to Hong-Kong for a few days.
I don't need a visa but she does, as she is a citizen from Kyrgyzstan.
This friend is currently studying a master's degree in Mainland China.
Does anyone know where she can get a HK entry permit? Is it possible to go to the HK government Office in Beijing? If it is possible, can I help her with the application if she gives me her passport?
